        AN  ACT to amend the vehicle and traffic law, in relation to authorizing
          the creation of "Survivors of the Shield" license plates
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  The  vehicle  and  traffic law is amended by adding a new
     2  section 404-ee to read as follows:
     3    § 404-ee. Survivors of the shield license plates. 1. Any person resid-
     4  ing in this state shall, upon request, be issued a  distinctive  license
     5  plate of a design developed and approved by the commissioner bearing the
     6  phrase  "Survivors  of  the  Shield". Application for said license plate
     7  shall be filed with the commissioner in such  form  and  detail  as  the
     8  commissioner shall prescribe.
     9    2. A survivors of the shield distinctive plate shall only be issued to
    10  a  person  upon  proof, satisfactory to the commissioner, of approval of
    11  such issuance from the organization "Survivors of the  Shield  Inc.",  a
    12  New York state registered not-for-profit.
    13    3. A distinctive plate issued pursuant to this section shall be issued
    14  in  the  same  manner as other number plates upon payment of the regular
    15  registration fee prescribed by section four hundred one of this article;
    16  provided, however, that an additional  service  charge  of  ten  dollars
    17  shall  be  charged  upon  issuance of such plates; and provided further,
    18  however, that for the parent, spouse or child of the fallen officer, the
    19  annual renewal fee for this distinctive plate  shall  be  equal  to  the
    20  regular renewal fee prescribed by section four hundred one of this arti-
    21  cle  and  no  additional annual service charge shall be charged for such
    22  plates.
    23    § 2. This act shall take effect immediately; provided,  however,  that
    24  effective immediately, the addition, amendment and/or repeal of any rule
    25  or regulation necessary for the implementation of this act on its effec-
    26  tive  date  are  authorized  and directed to be made and completed on or
    27  before such effective date.
