        AN ACT to amend the transportation law, in relation  to  establishing  a
          pilot program for vehicle-to-infrastructure technology
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The transportation law is amended by adding a  new  section
     2  23 to read as follows:
     3    §  23. Pilot program for vehicle-to-infrastructure technology. 1.  For
     4  purposes of this section  "vehicle-to-infrastructure  technology"  means
     5  communication  technology  that  allows  wireless-enabled infrastructure
     6  components to share information electronically with vehicles. Such wire-
     7  less-enabled infrastructure components include, but are not limited  to,
     8  roadside devices, radio frequency identification readers, cameras, traf-
     9  fic  lights,  lane  markers,  streetlights,  traffic devices and parking
    10  meters.
    11    2. The department shall, in cooperation  with  the  superintendent  of
    12  state  police,  the  commissioner of motor vehicles, the chairman of the
    13  New York state thruway authority and  local  law  enforcement  agencies,
    14  develop  and implement rules and regulations for the creation of a pilot
    15  program for vehicle-to-infrastructure technology. The pilot program  for
    16  vehicle-to-infrastructure technology shall include:
    17    (a)  A  planning  period  when  a  detailed plan for the deployment of
    18  infrastructure components equipped with vehicle-to-infrastructure  wire-
    19  less technology is created.
    20    (b)  An  installation  period  when  roadside  infrastructure  devices
    21  equipped  with   vehicle-to-infrastructure   wireless   technology   are
    22  installed  in  at  least five locations across the state selected by the
    23  department.
    24    (c) An operating period when such roadside infrastructure devices  are
    25  deployed in the selected locations. The impact on traffic and pedestrian
    26  safety  of such devices shall be monitored by the department during such
    27  operating period.

     1    3. Within twelve months of the commencement of  the  operating  period
     2  described  in  paragraph  (c)  of  subdivision  two of this section, the
     3  department shall submit a report  to  the  temporary  president  of  the
     4  senate,  the speaker of the assembly and the governor. Such report shall
     5  include  information  regarding  the  impact  of roadside infrastructure
     6  devices equipped with vehicle-to-infrastructure wireless  technology  on
     7  traffic and pedestrian safety. Such report shall include recommendations
     8  on how such technology can be safely implemented statewide.
     9    4. The department is authorized to enroll, or to apply for enrollment,
    10  in  any federal pilot program or project for the collection and study of
    11  data related  to  the  deployment  of  roadside  infrastructure  devices
    12  equipped with vehicle-to-infrastructure wireless technology.
    13    § 2. This act shall take effect immediately.
