        AN ACT establishing Buoy's law; to amend  the  agriculture  and  markets
          law, in relation to requiring veterinarians to notify owners of poten-
          tial  risks  and  side  effects  of medication prior to prescribing or
          otherwise providing medication to an animal
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. This act shall be known and may be cited as "Buoy's law".
     2    §  2.  The  agriculture  and  markets  law  is amended by adding a new
     3  section 380 to read as follows:
     4    § 380. Notification by veterinarian of risks and side effects of medi-
     5  cation. 1. A veterinarian who prescribes or otherwise  provides  medica-
     6  tion  for an animal shall notify the owner of the animal verbally and in
     7  writing of the potential risks and side effects of such medication prior
     8  to prescribing or providing medication.
     9    2. If a  veterinarian  repackages  prescription  medication  prior  to
    10  prescribing  or  otherwise  providing  such medication, the veterinarian
    11  shall provide a copy of the  drug  manufacturer's  warning  label  or  a
    12  manufacturer's warning information insert to the owner of the animal.
    13    § 3. This act shall take effect on the one hundred eightieth day after
    14  it shall have become a law.
