          tee on Education

        AN ACT to require the department of education to establish  a  rainwater
          harvesting  pilot  program;  and  providing  for  the  repeal  of such
          provisions upon expiration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. (a) The department of education shall establish a rainwater
     2  harvesting  pilot  program  to study the cost benefits and environmental
     3  benefits of rainwater harvesting for educational facilities. Such  pilot
     4  program  shall be conducted using underground rainwater harvesting tanks
     5  linked to bio-filtration systems for purposes of reducing combined sewer
     6  overflows and shall be conducted in all public schools within the state.
     7    (b) The department of education shall conduct  an  evaluation  of  the
     8  pilot  program  and  shall  submit  a final report with its findings and
     9  legislative recommendations within two years after the effective date of
    10  this act to the governor and the legislature.
    11    § 2. This act shall take effect immediately; provided,  however,  that
    12  this  act  shall  expire and be deemed repealed two years after it shall
    13  have become a law.
