        AN ACT to amend the  education  law,  in  relation  to  granting  school
          districts the power to accept and solicit gifts and donations
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The education law is amended by adding a new section 1503-a
     2  to read as follows:
     3    § 1503-a. Power to accept and solicit  gifts  and  donations.  1.  All
     4  school  districts  organized  either  by special laws or pursuant to the
     5  provisions of a general law  are  hereby  authorized  and  empowered  to
     6  accept gifts, donations, and contributions to the district and to solic-
     7  it the same.
     8    2. Notwithstanding any other provision of this chapter or of any other
     9  general  or  special  law  to  the  contrary, the receipt of such gifts,
    10  donations, contributions, and other funds, and any income derived there-
    11  from, shall be disregarded  for  the  purposes  of  all  apportionments,
    12  computations, and determinations of state aid.
    13    § 2. This act shall take effect immediately.
