        AN ACT to amend chapter 450 of the laws of 2017, authorizing the city of
          New   York   to  discontinue  certain  parkland  for  the  purpose  of
          construction and operation of a pre-kindergarten center with  a  focus
          on  instruction  in science, technology, engineering, and mathematics,
          in relation to adjusting the boundaries of such land to be  discontin-
          ued  and  the  reversion of such lands back to the city of New York if
          such land is not used for such purpose
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section 3 of chapter 450 of the laws of 2017, authorizing
     2  the city of New York to discontinue certain parkland for the purpose  of
     3  construction  and operation of a pre-kindergarten center with a focus on
     4  instruction in science, technology,  engineering,  and  mathematics,  is
     5  amended to read as follows:
     6    §  3.  The lands authorized to be discontinued pursuant to section one
     7  of this act are as follows:
     8    [A parcel of land lying in Queens, New York, in Tax Block  No.    2018
     9  Lot 1, more particularly described as follows;
    10    BEGINNING at a point from the corner formed by the intersection of the
    11  westerly  line  of  111th  Street and the southerly line of 46th Avenue.
    12  From said point, running easterly 95.51 feet along the projected  south-
    13  erly line of 46th Avenue to a point, thence running southerly 12.80 feet
    14  parallel  to the west line of 111th Street to a point or place of begin-
    15  ning;
    16    1. Running thence easterly 229.20 feet, forming an interior  angle  of
    17  271.16 degrees, to a point, thence;
    18    2.  Running  southerly 186.50 feet, forming an interior angle of 90.00
    19  degrees, to a point of curvature, thence;
    20    3. Along a curve, concave westerly, with a radius of 171.25  feet,  an
    21  arc  length  of 99.59 feet, and a chord length of 98.19 feet, forming an
    22  interior angle of 117.57 degrees, to a point of cusp, thence;

     1    4. Along a curve with a radius of 176.37 feet, an arc length of  81.55
     2  feet,  and  a  chord  length of 80.83 feet, forming an interior angle of
     3  123.00 degrees, to a point; said point being distant 56.46 feet souther-
     4  ly, forming an interior angle of 298.27 degrees, thence westerly  171.17
     5  feet,  forming  an interior angle of 90.00 degrees, to a point formed by
     6  the intersection of the westerly line of 111th Street and the  southerly
     7  line of 47th Avenue;
     8    5. Thence running westerly 49.05 feet, from the last mentioned course,
     9  forming  an  interior  angle  to  the  above  mentioned  chord of 209.43
    10  degrees, to a point of curvature, thence;
    11    6. Along a curve, concave easterly, with a radius of 1183.83 feet,  an
    12  arc length of 193.78 feet, and a chord length of 193.57 feet, forming an
    13  interior  angle  of  96.74  degrees, to the point or place of beginning,
    14  forming an interior angle of 83.26 degrees with the chord.
    15    Containing 43,515 square feet (0.999 acres).]
    16    A parcel of land lying in Borough and County of Queens, New York  City
    17  and  State  of New York, being in Tax Block No. 2018 Lot 1, more partic-
    18  ularly described as follows;
    19    BEGINNING at a point being the corner formed by  the  intersection  of
    20  the  westerly  line  of  111th  Street  with  the southerly line of 46th
    21  Avenue; and runs thence from said point of commencement,  northeasterly,
    22  on  the projection of the southerly line of said 46th Avenue, 95.51 feet
    23  to a point;
    24  thence southeasterly parallel to the west line of 111th Street, being on
    25  a deflection angle to the right of 90 degrees 00 minutes 00  seconds,  a
    26  distance  of 12.80 feet to a point on the easterly line of 111th Street,
    27  being the TRUE POINT OR PLACE OF BEGINNING;  thence  running  from  said
    28  TRUE POINT OR PLACE OF BEGINNING;
    29    1.  northeasterly, having a deflection angle to the left of 91 degrees
    30  09 minutes 36 seconds, a distance of 229.20 feet to a point;
    31    2. thence southeasterly, having a deflection angle to the right of  90
    32  degrees  00  minutes 00 seconds, a distance of 186.50 feet to a point of
    33  curvature of a non-tangent curve;
    34    3. thence southerly along said non-tangent curve to the left, having a
    35  radius of 171.25 feet, an arc length of 99.59 feet, and a chord  with  a
    36  deflection  angle to the right of 62 degrees 25 minutes 48 seconds and a
    37  chord length of 98.19 feet to a point of cusp;
    38    4. thence westerly along a curve to  the  left,  having  a  radius  of
    39  176.37  feet, an arc length of 81.55 feet, and a chord with a deflection
    40  angle to the right from the previously mentioned chord,  57  degrees  00
    41  minutes  00  seconds  and  a chord length of 80.83 feet to a point; said
    42  point being the following two (2) courses from a  point  formed  by  the
    43  intersection of the westerly line of 111th Street and the southerly line
    44  of  47th  Avenue, 1. southeasterly having a deflection angle to the left
    45  from the last mentioned chord, 118 degrees  16  minutes  12  seconds,  a
    46  distance  of  56.46 feet, and 2. southwesterly having a deflection angle
    47  of 90 degrees 00 minutes 00 seconds to the right, a distance  of  171.17
    48  feet  to said point of intersection of the westerly line of 111th Street
    49  and the southerly line of 47th Avenue;
    50    5. thence southwesterly, having a deflection angle to  the  left  from
    51  the  last  mentioned chord, 29 degrees 25 minutes 48 seconds, a distance
    52  of 49.05 feet, to a point of a non-tangent curve on the easterly line of
    53  111th street;
    54    6. thence northwesterly along said  easterly  line  of  111th  street,
    55  along  said  non-tangent  curve  to the left, having a radius of 1183.83
    56  feet, an arc length of 193.78 feet, and  a  chord  having  a  deflection

     1  angle  to  the  right  of  83 degrees 15 minutes 36 seconds, and a chord
     2  length of 193.57 feet, to the true point or place of beginning.
     3    §  2.    Section 5 of chapter 450 of the laws of 2017, authorizing the
     4  city of New York to discontinue certain  parkland  for  the  purpose  of
     5  construction  and operation of a pre-kindergarten center with a focus on
     6  instruction in science, technology,  engineering,  and  mathematics,  is
     7  amended to read as follows:
     8    §  5.  [If] In the event, prior to the construction of any pre-kinder-
     9  garten center buildings, the property described in section three of this
    10  act shall be used for a purpose that is inconsistent with  the  purposes
    11  of  chapter  734 of the laws of 1963, such property shall revert back to
    12  the city of New  York  for  purposes  that  are  consistent  with  those
    13  provided  by  chapter 734 of the laws of 1963. In the event any pre-kin-
    14  dergarten center buildings have been erected on the  property  described
    15  in  section  three  of this act and if the property described in section
    16  three of this act shall ever be used for a purpose other  than  for  the
    17  purpose described in section one of this act, such property shall revert
    18  back  to  the  city of New York department of parks and recreation to be
    19  used for park and recreational purposes or for the purposes provided  by
    20  chapter 734 of the laws of 1963, including any amendments made thereto.
    21    §  3.  This  act  shall take effect immediately and shall be deemed to
    22  have been in full force and effect on and after November 29, 2017.
