BARRETT -- read once and referred to the Commit- tee on Tourism, Parks, Arts and Sports Development AN ACT to amend the parks, recreation and historic preservation law, in relation to providing vehicular access to state parks and recreational facilities free of charge to military personnel who are residents of this state The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The parks, recreation and historic preservation law is 2 amended by adding a new section 13.22 to read as follows: 3 § 13.22 Free access to parks; military personnel. 1. Notwithstanding 4 the provisions of section 13.15 of this article or any other provision 5 of law, the annual vehicular access to state parks and recreational 6 facilities, the "Three-Year Empire Passport" and the "Five-Year Empire 7 Passport" established pursuant to sections 13.16, 13.18 and 13.20 of 8 this article, shall be made available to all residents of the state who 9 are United States military personnel, New York state division of mili- 10 tary and naval affairs personnel, United States military reserve 11 members, New York state division of military and naval affairs reserve 12 members, and immediate family members of such persons. 13 2. Application shall be made for such vehicular access or passport in 14 a manner and form to be determined by the commissioner and shall include 15 valid proof of service, including, but not limited to, a common access 16 card or military identification card. 17 3. The commissioner is authorized to promulgate rules and regulations 18 necessary for the implementation of the provisions of this section. 19 § 2. This act shall take effect on the ninetieth day after it shall 20 have become a law. Effective immediately, the addition, amendment and/or 21 repeal of any rule or regulation necessary for the implementation of 22 this act on its effective date are authorized to be made and completed 23 on or before such date.
