        AN ACT to amend the executive law, in relation to requiring police offi-
          cer training programs on interacting with individuals with a disabili-
          ty

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 1 of  section  840  of  the  executive  law  is
     2  amended by adding a new paragraph (n) to read as follows:
     3    (n)  Establishment and implementation on an ongoing basis, of a train-
     4  ing program for all current and new police officers and  peace  officers
     5  regarding  how to interact with individuals with a disability as defined
     6  in subdivision twenty-one of section  two  hundred  ninety-two  of  this
     7  chapter,  with  special  emphasis  on  the  techniques needed to improve
     8  interactions with individuals that are blind or deaf or hard of hearing.
     9  The content of such training program shall be  created  in  consultation
    10  with  the justice center for the protection of people with special needs
    11  as established under article twenty of this chapter.
    12    § 2. This act shall take effect on the first of April next  succeeding
    13  the date on which it shall have become a law. Effective immediately, the
    14  addition,  amendment  and/or  repeal  of  any  rule or regulation by the
    15  municipal police training council necessary for  the  implementation  of
    16  this  act  on its effective date are authorized to be made and completed
    17  on or before such effective date.
