        AN  ACT to authorize the county of Rockland to grant a permanent surface
          easement to Millennium Pipeline Company
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1. Subject to the provisions of this act, the county of Rock-
     2  land, is authorized to grant a permanent surface  easement  of  land  at
     3  Kakiat  Park  in the Town of Ramapo described in section two of this act
     4  in exchange for the conveyance of land and the grant of an  easement  of
     5  land  located  at  twenty-four  Sky  Meadow  Road by Millennium Pipeline
     6  Company described in sections three and four of this act. Such  exchange
     7  shall  be  made  upon  such terms and conditions as shall be agreed upon
     8  between the parties.
     9    § 2. The permanent surface easement of land at Kakiat Park in the Town
    10  of Ramapo to be granted to Millennium Pipeline Company, more particular-
    11  ly described as follows:
    12    All that certain tract, piece or parcel of land situate in the Town of
    13  Ramapo, County of Rockland, State of New York, lying generally Southwest
    14  of Sky Meadow Road and Northwest of Haverstraw  Road  (Route  202),  and
    15  being more particularly bounded and described as follows:
    16    BEGINNING  at  a  point  on the division line between the lands now or
    17  formerly of the County of Rockland as described in Book 758 of Deeds  at
    18  Page  928  on  the  Southwest  and the lands now or formerly of Orange &
    19  Rockland Utilities, Inc. formerly Rockland Light and  Power  Company  as
    20  described  in Book 563 of Deeds at Page 201 on the Northeast, said point
    21  being situate South 60 deg. 10 min. 23 sec. East as measured along  said
    22  division  line  80.00 feet from its point of intersection with the divi-
    23  sion line between the said lands now or formerly of the County of  Rock-
    24  land  on  the  Northwest  and the said lands now or formerly of Orange &
    25  Rockland Utilities, Inc. formerly Rockland Light and  Power  Company  on

     1  the Southeast and runs thence from said point of beginning South 60 deg.
     2  10  min.  23  sec.  East  along  the above first mentioned division line
     3  205.00 feet to a point; thence through the said lands now or formerly of
     4  the  County  of  Rockland the following (3) courses: 1) South 69 deg. 18
     5  min. 18 sec. West 143.00 feet to a point; 2) North 27 deg.  20  min.  57
     6  sec.  West  158.00 feet to a point; and 3) North 66 deg. 52 min. 12 sec.
     7  East 31.00 feet to the point or place of beginning and  containing  0.32
     8  acre of land, more or less.
     9    §  3. The conveyance of land located at twenty-four Sky Meadow Road to
    10  be conveyed to the county of Rockland, more  particularly  described  as
    11  follows:
    12    All that certain tract, piece or parcel of land situate in the Town of
    13  Ramapo,  County  of  Rockland, State of New York, lying Southwesterly of
    14  Sky Meadow Road as shown on a map  entitled  "Minor  Subdivision,  Andre
    15  Watts,"  Town  of  Ramapo,  Rockland  County, New York, prepared by A.R.
    16  Sparaco Jr., P.L.S. P.P., dated March 2, 1984 and filed in the  Rockland
    17  County  Clerk's  Office  on  October 17, 1984 as Map No. 5677, and being
    18  more particularly bounded and described as follows:
    19    BEGINNING at the point of intersection of the  division  line  between
    20  Lot  3  lands  now  or formerly of Sky Meadow Realty LLC as described in
    21  Instrument No. 2016-3158 on the Northeast and the lands now or  formerly
    22  of the County of Rockland as described in Book 429 of Deeds at Page 2391
    23  on  the Southwest with the division line between said Lot 3 lands now or
    24  formerly of Sky Meadow Realty LLC on the Southeast and the lands of  the
    25  State  of  New York Palisades Interstate Park Commission "Harriman State
    26  Park" on the Northwest and runs thence  from  said  point  of  beginning
    27  along  the  last  mentioned  division line North 33 deg. 59 min. 23 sec.
    28  East 327.00 feet to a point; thence through said  Lot  3  lands  now  or
    29  formerly  of  Sky  Meadow  Realty  LLC  as  described  in Instrument No.
    30  2016-3158 South 15 deg. 11 min. 22 sec.  West 347.48 feet to a point  on
    31  the  above  first  mentioned  division  line;  thence  along  said first
    32  mentioned division line North 55 deg. 01 min. 02 sec. West  112.00  feet
    33  to  the  point  or  place of beginning and containing 0.42 acre of land,
    34  more or less.
    35    § 4. The grant of an easement of land located at twenty-four Sky Mead-
    36  ow Road to be granted to  the  county  of  Rockland,  more  particularly
    37  described as follows:
    38    All that certain tract, piece of parcel of land situate in the Town of
    39  Ramapo,  County  of  Rockland, State of New York, lying Southeasterly of
    40  Sky Meadow Road as shown on a  map  entitled  "Minor  Subdivision  Andre
    41  Watts,"  Town  of  Ramapo,  Rockland  County, New York, prepared by A.R.
    42  Sparaco, Jr. P.L.S., dated March 2, 1984,  and  filed  in  the  Rockland
    43  County  Clerk's  Office  on  October 17, 1984 as Map No. 5677, and being
    44  more particularly bounded and described as follows:
    45    COMMENCING at the point of  intersection  of  the  Southwesterly  road
    46  boundary  of Sky Meadow Road with the Northwesterly road boundary of Sky
    47  Meadow Road as shown on the above referenced map; thence from said point
    48  of commencement along said Southwesterly road  boundary  of  Sky  Meadow
    49  Road South 58 deg. 28 min. 58 sec. East 26.00 feet to the point or place
    50  of  beginning  and  runs  thence from said point of beginning continuing
    51  along said Southwesterly road boundary of Sky Meadow Road South 58  deg.
    52  28  min.  58 sec. East 49.00 feet to a point; thence through Lot 3 lands
    53  now or formerly of Sky Meadow Realty, LLC as described in Instrument No.
    54  2016-3158 as shown on the above referenced map the following  eight  (8)
    55  courses: 1) South 53 deg. 16 min. 55 sec. West 29.98 feet to a point; 2)
    56  South  26  deg.  44 min. 32 sec. West 23.04 feet to a point; 3) South 22

    14  Southwest; thence North 55 deg. 01 min. 02  sec.  West  along  the  last
    15  mentioned division line 20.01 feet to a point; thence continuing through
    16  said Lot 3 lands now or formerly of Sky Meadow Realty, LLC the following
    17  eight (8) courses: 1) North 32 deg. 55 min. 54 sec. East 44.88 feet to a
    18  point;  2)  North 14 deg. 47 min. 27 sec. East 109.46 feet to a point of
    19  curvature; 3) in a Northeasterly direction along a curve  to  the  right
    20  having a radius of 410.00 feet, an arc length of 171.04 feet and a chord
    21  bearing of North 26 deg. 44 min.  31 sec. East 169.80 feet to a point of
    22  tangency;  4)  North 38 deg. 41 min. 35 sec. East 116.98 feet to a point
    23  of curvature; 5) in a Northeasterly direction along a curve to the  left
    24  having  a radius of 190.00 feet, an arc length of 53.73 feet and a chord
    25  bearing of North 30 deg. 35 min. 33 sec. East 53.55 feet to a  point  of
    26  tangency;  6) North 22 deg. 29 min. 30 sec. East 135.30 feet to a point;
    27  7) North 26 deg. 44 min. 32 sec. East 23.77 feet  to  a  point;  and  8)
    28  North  00  deg. 13 min. 08 sec. East 34.55 feet to the point or place of
    29  beginning and containing 0.32 acre of land, more or less.
    30    § 5. This act shall take effect immediately.
