PAULIN -- read once and referred to the Committee on Labor AN ACT directing the department of labor to conduct a study on the employment rate of transgender persons in New York state The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The department of labor, in consultation with the divi- 2 sion of human rights, is hereby authorized and directed to conduct a 3 study on the employment rate of transgender persons in New York state. 4 The purpose of such study shall be: 5 (a) to provide current data on the employment rate of transgender 6 persons in the state and additionally in each county and in the city of 7 New York; 8 (b) to determine whether a disparity exists between the employment 9 rate for transgender persons and the employment rate for other persons 10 in the state, and if so, the factors contributing to such disparity; 11 (c) to determine whether and to what extent discrimination and other 12 barriers affect the employment rate for transgender persons; and 13 (d) to determine what changes, if any, should be made to state poli- 14 cies affecting the employment rate for transgender persons, and recom- 15 mend any legislation, rules or regulations it deems necessary to improve 16 the employment rate and expand employment opportunities for such 17 persons; and 18 (e) to provide specific data and analysis on the findings from para- 19 graphs (a) through (d) of this section as such findings relate to racial 20 and ethnic characteristics, including but not limited to Black and 21 Latinx transgender persons. 22 2. The department of labor shall issue a report of its findings and 23 recommendations to the governor, the speaker of the assembly and the 24 temporary president of the senate and shall publish such report on its 25 website within one year after the effective date of this act. 26 § 2.
