STATE OF NEW YORK ________________________________________________________________________ 7841--A 2017-2018 Regular Sessions IN ASSEMBLY May 16, 2017 ___________ Introduced by M. of A. NOLAN -- read once and referred to the Committee on Education -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT in relation to a report on student discipline and best practices for establishing a safe, respectful and supportive learning environ- ment The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. No later than January 1, 2020, the commissioner of educa- 2 tion shall prepare and submit to the governor, the temporary president 3 of the senate and the speaker of the assembly a report on student disci- 4 pline and best practices for establishing a safe, respectful and 5 supportive learning environment. Such report shall study and make recom- 6 mendations on programs, practices and policies that may be implemented 7 by schools to establish a school climate that promotes positive student 8 behaviors, holds students accountable and keeps students in school and 9 class. Such report shall consider the use of restorative practices 10 including but not limited to conflict resolution, mediation, and peer 11 counseling in addressing student misconduct. Such commissioner shall 12 consult with stakeholders and other interested parties when preparing 13 such report. 14 § 2. This act shall take effect immediately.
