       AN ACT to amend the executive law, in relation to requiring law enforce-
         ment agents and peace officers to record certain information to  their
         memo books
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The executive law is amended by adding a new section  837-s
    2  to read as follows:
    3    S  837-S.  RECORDS IN MEMO BOOKS. EVERY LAW ENFORCEMENT AGENT OR PEACE
    4  OFFICER SHALL MAKE A RECORD IN HIS OR HER MEMO BOOK OF THE RACE OF EVERY
    5  PERSON THE AGENT OR OFFICER HAS A MEANINGFUL INTERACTION WITH DURING THE
    6  COURSE OF PERFORMING HIS OR HER OFFICIAL DUTIES. FOR THE PURPOSE OF THIS
    7  SECTION, "MEANINGFUL INTERACTION" SHALL INCLUDE, BUT NOT BE  LIMITED  TO
    8  CONVERSATIONS  ENTERED  INTO  PURSUANT  TO  TRAFFIC STOPS.   "MEANINGFUL
    9  INTERACTION" SHALL NOT INCLUDE CASUAL CONVERSATIONS THE AGENT OR OFFICER
   10  ENGAGES IN WHICH ARE NOT GERMANE TO OR IN FURTHERANCE OF PERFORMING  HIS
   11  OR HER INVESTIGATORY DUTIES AS A LAW ENFORCEMENT AGENT OR PEACE OFFICER.
   12    S 2. This act shall take effect immediately.
