        AN ACT to amend the vehicle and traffic  law,  in  relation  to  vintage
          snowmobile registrations
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 2222 of the vehicle and traffic law is  amended  by
     2  adding a new subdivision 15 to read as follows:
     3    15. Vintage snowmobile registration. (a) Notwithstanding any provision
     4  of  law  to  the  contrary,  the  commissioner  is hereby authorized and
     5  directed to develop and issue to applicants a special vintage  registra-
     6  tion  for a snowmobile manufactured before April first, nineteen hundred
     7  eighty. Such vintage registration shall be  identifiable  by  a  vintage
     8  registration  sticker,  have  a  unique registration number and be valid
     9  until such time that the snowmobile ownership is transferred.  In  addi-
    10  tion to the fees collected pursuant to subdivision four of this section,
    11  the commissioner shall collect a one-time fee of ninety-five dollars for
    12  a  resident  and  non-resident  applicant, except, that the commissioner
    13  shall collect a one-time fee of forty-five dollars  for  a  resident  or
    14  non-resident  applicant who provides proof, at the time of registration,
    15  that such individual is a member of an organized New York state  snowmo-
    16  bile  club that is a member of the New York state snowmobile association
    17  or is a member of an organized New York state snowmobile club that is  a
    18  trail  maintenance  entity and a member of the New York state snowmobile
    19  association.
    20    (b) The commissioner may provide that applications for a vintage snow-
    21  mobile registration and the issuing of a vintage snowmobile registration
    22  may only be accepted and processed at one or more facilities operated by
    23  the department either by mail or in person.
    24    § 2. Subdivision 4 of section 2222 of the vehicle and traffic  law  is
    25  amended by adding two new paragraphs (f) and (g) to read as follows:

     1    (f)  A fee of five dollars for each individual resident vintage regis-
     2  tration.
     3    (g)  A  fee  of  five dollars for each individual non-resident vintage
     4  registration.
     5    § 3. Subdivision 1 of section 2231 of the vehicle and traffic law,  as
     6  amended  by chapter 617 of the laws of 1987 and as designated by section
     7  1 of part Y of chapter 58 of the laws of 2016, is  amended  to  read  as
     8  follows:
     9    1.  The commissioner shall deposit all monies received by him from the
    10  registration of snowmobiles and other services provided by  the  depart-
    11  ment  and  all fees otherwise collected by him under this article to the
    12  credit of the general fund  except  that  additional  fees  [imposed  by
    13  section  21.07  of  the parks, recreation and historic preservation law]
    14  received by the  commissioner  pursuant  to  section  two  thousand  two
    15  hundred twenty-two of this [chapter] article and including those imposed
    16  by section 21.07 of the parks, recreation and historic preservation law,
    17  shall be deposited to the credit of the snowmobile trail development and
    18  maintenance  fund  and  that  monies  allocated  to the Lake George park
    19  commission shall be deposited to the credit  of  the  Lake  George  park
    20  trust fund pursuant to section ninety-seven-h of the state finance law.
    21    §  4.  This  act shall take effect on the ninetieth day after it shall
    22  have become a law. Effective immediately, the addition, amendment and/or
    23  repeal of any rule or regulation necessary  for  the  implementation  of
    24  this  act  on its effective date are authorized to be made and completed
    25  on or before such effective date.
