LIFTON -- read once and referred to the Committee on Governmental Employees -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT authorizing Michael P. Koval to receive retirement service credit for prior service THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Notwithstanding any other provision of law, Michael P. 2 Koval, who was a police officer in the village of Watkins Glen, for the 3 period from September 6, 1988 through July 1, 1991, and who is currently 4 an officer with the city of Ithaca police department, and who is a 5 member of the New York state and local police and fire retirement 6 system, and who, for reasons not ascribable to his own negligence did 7 not receive service credit toward his optional 20 year retirement plan 8 for such period, shall be entitled to receive service credit toward such 9 plan for such period if, within one year from the effective date of this 10 act, he files a written request to that effect with the state comp- 11 troller. 12 S 2. All past service costs associated with the implementation of this 13 act shall be borne by the village of Watkins Glen. 14 S 3. This act shall take effect immediately. FISCAL NOTE.--This bill will allow Police Officer Michael Koval, currently employed by the City of Ithaca, to receive credit under the provisions of Section 384-d of the Retirement and Social Security Law for the period from September 6, 1988 through July 1, 1991 when he was a police officer with the Village of Watkins Glen. If this bill is enacted, we anticipate that there will be an immediate past service cost of approximately $66,000, which will be borne by the Village of Watkins Glen as a one-time payment.
