        AN ACT to amend the legislative law,  in  relation  to  authorizing  the
          joint  commission  on  public  integrity  to provide a training course
          concerning anti-sexual harassment training for lobbyists and requiring
          lobbyists to complete the course annually

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section 1-d of the legislative law is amended by adding a
     2  new subdivision (i) to read as follows:
     3    (i) provide an online anti-sexual harassment training course for indi-
     4  viduals registered as lobbyists pursuant to section one-e of this  arti-
     5  cle.  The curriculum for the course shall be based upon the model sexual
     6  harassment prevention guidance document and sexual harassment prevention
     7  policy  promulgated  by  the department of labor pursuant to section two
     8  hundred one-g of the labor law and shall include, but not be limited to,
     9  explanations and discussions of what constitutes sexual harassment,  the
    10  statutes  and  regulations  of  New  York  concerning sexual harassment,
    11  summaries of advisory opinions, underlying purposes  and  principles  of
    12  the  relevant  laws, and examples of practical application of these laws
    13  and principles.  The curriculum shall include specific material relating
    14  to sexual harassment issues in the lobbying and advocacy  industry.  The
    15  commission shall prepare those methods and materials necessary to imple-
    16  ment  the  curriculum.   The commission shall prepare and publish on its
    17  website a list of the names of lobbyists who have failed to complete the
    18  training course by the required date and are prohibited from engaging in
    19  lobbying activities, provided the commission shall update the  list  and
    20  remove the name of any lobbyist that completes the training course with-

     1  in  two  business  days  of  the  lobbyist's  completion of the training
     2  course.
     3    §  2.  Sections  1-u  and  1-v  of the legislative law, section 1-v as
     4  relettered by chapter 1 of the laws of 2005, are relettered sections 1-x
     5  and 1-y and a new section 1-u is added to read as follows:
     6    § 1-u. Anti-sexual harassment training. Each individual registered  as
     7  a  lobbyist pursuant to section one-e of this article shall complete the
     8  anti-sexual harassment training course provided  by  the  commission  on
     9  public  integrity  pursuant  to subdivision (i) of section one-d of this
    10  article at least once annually during the period that such individual is
    11  registered as a lobbyist. Completion of the training course shall be  in
    12  addition  to,  and  shall not satisfy, any other statutory or regulatory
    13  requirement under state or  local  law.  If  any  person  who  has  been
    14  retained,  employed  or  designated  as a lobbyist on or before December
    15  fifteenth of the previous calendar year fails to complete such course by
    16  December thirty-first of that year, such person shall be prohibited from
    17  engaging in lobbying activities in the following year until  the  person
    18  completes  the  training  course.  If  any person who has been retained,
    19  employed or designated as a lobbyist after  December  fifteenth  of  the
    20  previous  calendar year fails to complete such course within thirty days
    21  of such retention, employment  or  designation,  such  person  shall  be
    22  prohibited  from  engaging  in  lobbying  activities  until  the  person
    23  completes the training course.
    24    § 3. This act shall take effect immediately and shall apply  to  indi-
    25  viduals registered as lobbyists on and after January 1, 2021.
