        AN ACT to amend the legislative law,  in  relation  to  authorizing  the
          joint  commission  on  public  integrity  to provide a training course
          concerning anti-sexual harassment training for lobbyists and requiring
          lobbyists to complete the course annually

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section 1-d of the legislative law is amended by adding a
     2  new subdivision (i) to read as follows:
     3    (i) provide an online anti-sexual harassment training course for indi-
     4  viduals registered as lobbyists pursuant to section one-e of this  arti-
     5  cle.  The curriculum for the course shall be based upon the model sexual
     6  harassment prevention guidance document and sexual harassment prevention
     7  policy  promulgated  by  the department of labor pursuant to section two
     8  hundred one-g of the labor law and shall include, but not be limited to,
     9  explanations and discussions of what constitutes sexual harassment,  the
    10  statutes  and  regulations  of  New  York  concerning sexual harassment,
    11  summaries of advisory opinions, underlying purposes  and  principles  of
    12  the  relevant  laws, and examples of practical application of these laws
    13  and principles. The commission shall prepare those methods and materials
    14  necessary to implement the curriculum.  The commission shall prepare and
    15  deliver to the governor, the temporary president of the senate  and  the
    16  speaker  of  the assembly an annual report on or before December thirty-
    17  first of each year which identifies the number of lobbyists who,  as  of
    18  September  thirtieth  of that year, have failed to complete the training
    19  course and are prohibited from appearing before  the  legislature  until
    20  the defect is cured.
    21    §  2.  Sections  1-u  and  1-v  of the legislative law, section 1-v as
    22  relettered by chapter 1 of the laws of 2005, are renumbered sections 1-x
    23  and 1-y and a new section 1-u is added to read as follows:

     1    § 1-u. Anti-sexual harassment training. Each individual registered  as
     2  a  lobbyist pursuant to section one-e of this article shall complete the
     3  anti-sexual harassment training course provided by the joint  commission
     4  on  public  ethics  pursuant to subdivision (i) of section one-d of this
     5  article at least once annually during the period that such individual is
     6  registered as a lobbyist. If any lobbyist fails to complete such course,
     7  such  lobbyist shall have sixty days to cure such defect. If after sixty
     8  days the defect has not been cured, the  lobbyist  shall  be  prohibited
     9  from appearing before the legislature until the defect is cured.
    10    §  3.  This act shall take effect immediately and shall apply to indi-
    11  viduals registered as lobbyists on and after January 1, 2021.
