STATE OF NEW YORK ________________________________________________________________________ 5312 2021-2022 Regular Sessions IN ASSEMBLY February 12, 2021 ___________ Introduced by M. of A. ANGELINO -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to providing toll exemptions for farmers transporting their goods to the city of New York The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public authorities law is amended by adding a new 2 section 2858 to read as follows: 3 § 2858. Exemptions from tolls. 1. Subject to an appropriation made 4 therefor during the two thousand twenty-three--two thousand twenty-four 5 state fiscal year, any public authority under title nine of article two, 6 title two of article three or title three of article three of this chap- 7 ter, shall provide an exemption from any toll imposed by such authority 8 for transportation across, on or through any bridge, road or tunnel, for 9 any farmer or food producer who: 10 a. farms or produces food, including fish and fish products, on a 11 property located in the state; and 12 b. is transporting such food to the city of New York for the purposes 13 of consumption within such city. 14 2. Any person exempt from a toll pursuant to subdivision one of this 15 section shall also be exempt from any congestion pricing plan imple- 16 mented in the city of New York. 17 3. The New York state thruway authority shall establish acceptable 18 forms of proof to show that an individual does, in fact, comply with 19 paragraphs a and b of subdivision one of this section. 20 § 2. This act shall take effect on the one hundred eightieth day after 21 it shall have become a law. EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
