       AN ACT relating to payments made to  the  Oswego  board  of  cooperative
         educational services for costs of a certain capital project
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Notwithstanding any other provision of law to the contrary,
    2  payments made to the Oswego  county  board  of  cooperative  educational
    3  services for costs of its capital project where such payments are eligi-
    4  ble  for  an  apportionment  pursuant to paragraph g of subdivision 5 of
    5  section 1950 of the education law, shall be deemed to be a part  of  the
    6  capital  component  of  a  district's  budget  as formulated pursuant to
    7  subdivision 4 of section 1608, subdivision 4 of section 1716 and  subdi-
    8  vision  3 of section 2601-a of the education law, and shall be deemed to
    9  be a capital expenditure for the purposes of computing  the  contingency
   10  budget pursuant to section 2023 of the education law.
   11    S 2. This act shall take effect immediately.
