Bill Title: Provides for reduced-fare (80%) tokens for the Verrazano-Narrows bridge for residents of Kings, Queens, Nassau, and Suffolk, in addition to Richmond, counties using such bridge to travel to their places of employment and provides an exemption from any surcharge to the extent of the amount of any such surcharge during the 1993 calendar year.

         on Corporations, Authorities and Commissions
       AN  ACT  to amend the public authorities law, in relation to authorizing
         reduced-fare tokens for the Verrazano-Narrows bridge for residents  of
         Kings, Queens, Nassau, and Suffolk counties using such bridge to trav-
         el to their place of employment
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1.  Section 553-f of the public authorities law, as amended by
    2  chapter 2 of the laws of 1993, is amended to read as follows:
    3    S 553-f. Tokens. Notwithstanding any inconsistent  provision  of  law,
    4  but subject to agreements with noteholders and bondholders, the authori-
    5  ty  shall  offer for sale tokens with respect to residents of the county
    6  of Richmond and may, except as otherwise provided herein,  regulate  the
    7  use  thereof. Tokens for residents of the county of Richmond shall enti-
    8  tle the purchaser to crossings over the Verrazano-Narrows  bridge  at  a
    9  reduced  cost  of eighty per centum of the regular crossing fare imposed
   10  on nonresidents of the county of Richmond. In the  event  the  authority
   11  shall  impose  a surcharge in addition to the regular toll for crossings
   12  over the Verrazano-Narrows bridge, such surcharge shall not be deemed  a
   13  part  of the regular crossing fare for purposes of this section, and the
   14  tokens offered for sale to the residents of  the  [county]  COUNTIES  of
   15  Richmond,  KINGS,  QUEENS,  NASSAU, AND SUFFOLK as herein provided shall
   16  also entitle the purchaser to a permanent exemption from the payment  of
   17  any  such  surcharge  in  an  amount  equal  to  the  amount of any such
   18  surcharge imposed during calendar year  nineteen  hundred  ninety-three.
   19  TOKENS  FOR  RESIDENTS  OF  THE  COUNTIES  OF KINGS, QUEENS, NASSAU, AND
   20  SUFFOLK WHO TRAVEL OVER SUCH BRIDGE TO REACH THEIR PLACES OF  EMPLOYMENT
   21  SHALL  ENTITLE  THE  PURCHASER  TO  CROSSINGS OVER THE VERRAZANO-NARROWS
   22  BRIDGE AT A REDUCED COST OF EIGHTY PER CENTUM OF  THE  REGULAR  CROSSING
   23  FARE  IMPOSED  ON NONRESIDENTS OF THE COUNTIES OF KINGS, QUEENS, NASSAU,
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  AND SUFFOLK WHO DO NOT SO TRAVEL. Application for such tokens  or  other
    2  payment  devices  shall  be  made  in  such  manner as prescribed by the
    3  authority and shall  contain  such  information  as  the  authority  may
    4  reasonably require.
    5    S  2.  This  act shall take effect on the thirtieth day after it shall
    6  have become a law.
