The general city law is amended by adding a new section 2 20-h to read as follows: 3 § 20-h. Collection of recyclable materials; certain cities. Every 4 city having a population of one million or more shall establish and 5 implement a plan for the control of litter, that at a minimum includes: 6 1. provision for the placement of an adequate number of recep- 7 tacles for trash and recyclables located in commercial and business 8 districts as determined by the sanitation commissioner of such 9 city, and public recreational areas such as parks, playgrounds, historic 10 sites, zoos and botanical gardens as determined in conjunction with the 11 department of sanitation and the parks commissioner of such city; and 12 2. development of signage for areas without trash receptacles remind- 13 ing individuals to take their trash with them when leaving. 14 § 2.
