       AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
         that  persons  who  are under eighteen years of age and charged with a
         traffic violation must appear in court with a parent or guardian
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.    The  vehicle and traffic law is amended by adding a new
    2  section 229 to read as follows:
    3    S 229. APPEARANCES BY MINORS. ANY PERSON WHO  IS  LESS  THAN  EIGHTEEN
    4  YEARS OF AGE AND WHO IS CHARGED WITH VIOLATING A PROVISION OF THIS CHAP-
    5  TER  SHALL NOT MAKE ANY COURT APPEARANCE UNLESS HE OR SHE IS ACCOMPANIED
    6  BY HIS OR HER PARENT OR LEGAL GUARDIAN. SUCH  PERSON  MAY  NOT  MAKE  AN
    7  APPEARANCE  BY  MAIL. IF SUCH PERSON IS REPRESENTED BY AN ATTORNEY, SUCH
    8  PERSON AND HIS OR HER PARENT OR GUARDIAN MUST ACCOMPANY THE ATTORNEY  TO
    9  EACH AND EVERY COURT APPEARANCE.
   10    S 2. This act shall take effect on the one hundred eightieth day after
   11  it  shall  have  become  a  law, provided that the commissioner of motor
   12  vehicles is immediately authorized and  directed  to  promulgate,  amend
   13  and/or  repeal  any  rules  and  regulations  necessary to implement the
   14  provisions of this act on its effective date.
