          committee  discharged,  bill amended, ordered reprinted as amended and
          recommitted to said committee

        AN ACT to amend the executive law, in relation to the purchase or  lease
          of zero emission vehicles for state-owned vehicle fleets

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 201-a of the executive law is amended by  adding  a
     2  new subdivision 10 to read as follows:
     3    10.  The office of general services shall, on or before December thir-
     4  ty-first, two thousand twenty-one, prepare,  in  consultation  with  the
     5  department  of  environmental conservation and the New York state energy
     6  research and development authority, a state fleet procurement  plan  for
     7  purchase  or  lease of state agency vehicles to ensure that (i) at least
     8  twenty-five percent of state agency vehicles will be zero emission vehi-
     9  cles by no later than December thirty-first,  two  thousand  twenty-five
    10  and  (ii)  at  least fifty percent of state agency vehicles will be zero
    11  emission vehicles by no later than December thirty-first,  two  thousand
    12  thirty.  By  January  first, two thousand thirty, all passenger vehicles
    13  purchased by or for the state or any agency or public authority  thereof
    14  shall be zero-emission vehicles. For purposes of this subdivision, "zero
    15  emission  vehicle" shall mean a vehicle powered by means of a battery or
    16  fuel cell or a combination thereof, or another  source  of  power,  that
    17  produces  zero  exhaust emissions of any greenhouse gas, criteria pollu-
    18  tant or precursor pollutant under any and all possible operational modes
    19  and conditions.
    20    § 2. This act shall take effect immediately.
