       AN  ACT to amend the legislative law, in relation to limiting passage of
         laws increasing salaries and allowances of members of the state legis-
         lature
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 5 of the legislative law is amended by adding a new
    2  subdivision 4 to read as follows:
    3    4. THE SALARY OF A MEMBER OF THE LEGISLATURE SHALL NOT BE INCREASED BY
    4  A   LAW   ENACTED   BETWEEN   THE  GENERAL  ELECTION  DAY  AND  DECEMBER
    5  THIRTY-FIRST, BOTH SUCH DAYS INCLUSIVE, IN ANY YEAR IN WHICH MEMBERS ARE
    6  ELECTED TO THE LEGISLATURE.
    7    S 2. Section 5-a of the legislative law is amended  by  adding  a  new
    8  subdivision 1-a to read as follows:
    9    1-A.  THE  ALLOWANCE  OF  A  MEMBER OF EITHER HOUSE OF THE LEGISLATURE
   10  SHALL NOT BE INCREASED BY A LAW ENACTED BETWEEN THE GENERAL ELECTION DAY
   11  AND DECEMBER THIRTY-FIRST, BOTH SUCH DAYS  INCLUSIVE,  IN  ANY  YEAR  IN
   12  WHICH MEMBERS ARE ELECTED TO THE LEGISLATURE.
   13    S 3. This act shall take effect immediately.
