COOK, HYNDMAN -- read once and referred to the Committee on Education AN ACT to amend the education law, in relation to curricula for students identified as dyslexic or as having any other phonological learning difference or disability The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The education law is amended by adding a new section 4407-a 2 to read as follows: 3 § 4407-a. Special provisions relating to instruction of children with 4 dyslexia or other phonological differences or disabilities. 1. The board 5 of education or trustees of each school district shall provide inter- 6 vention services for any student who is identified as dyslexic or as 7 having any other phonological learning difference or disability. Such 8 intervention services shall include a multi-sensory sequential phonics- 9 based curriculum, which shall be taught in addition to any other special 10 instruction. 11 2. Curricula established pursuant to subdivision one of this section 12 shall: 13 a. include explicit and direct instruction that is systematic, sequen- 14 tial, cumulative, and follows a logical plan of presenting the alphabet- 15 ic principle that targets the specific needs of each student without 16 presuming any prior skills or knowledge; 17 b. include meaning-based instruction directed at purposeful reading, 18 with emphasis on student comprehension; and 19 c. be structured to provide individual instruction tailored to each 20 student, or to a small group setting of ten students or less. The board of education or trustees shall inform each student's 2 parent or person in parental relation of the intervention services being 3 implemented under this section. 4 4. Each school district shall provide the department and regents a 5 detailed report on its curriculum and intervention services established 6 pursuant to this section by the thirty-first day of July annually. 7 § 2. This act shall take effect immediately.
