Bill Title: Relates to housing of homeless persons in the city of New York; requires that no hotel, motel, inn, lodging, resort, tavern, boarding house, rooming house, or hostel shall be used to house the homeless unless a contract between the city or state agency that is responsible for providing housing to such homeless persons and the owner of such place where the housing will be provided is approved and signed by such parties and by the comptroller.
