Summary

Provides for energy planning by creating a state energy board; outlines powers and duties of such board and requires certain public authorities to complete an energy plan, including forecasts for periods of five, ten and twenty years of the demand for electricity, natural gas, coal and petroleum products; further requires a reliability study of the overall reliability of the state's electric transmission and distribution system every four years.
