Summary

Directs the secretary of state to issue World Trade Center distinguished unit citations to qualifying police, fire, and emergency medical services units; those units are units that responded on 9-11-01 or participated in rescue and recovery operation on subsequent dates; provides that the citations shall have a component for the unit and a component for the members; provides that units shall be recognized at the smallest organizational level, e.g., precinct, company, squad, firehouse, etc.; provides that deceased members shall be eligible for posthumous awards.
