AN ACT relating to elections; revising provisions relating to voting by absent ballots or mailing ballots; revising provisions relating to the verification of absent ballots and mailing ballots; revising the procedures for counting absent ballots and mailing ballots; revising provisions relating to assisting a voter complete an absent ballot or mailing ballot; prohibiting certain persons from returning an absent ballot or mailing ballot on behalf of a registered voter; repealing provisions related to voting by mail ballot and conducting certain elections affected by a disaster or emergency; providing a penalty; and providing other matters properly relating thereto.
