SYNOPSIS

A Concurrent Resolution overriding a line-item veto reducing an appropriation for Transitional Aid to Localities in the Department of Community Affairs.
Be It Resolved by the Senate of the State of New Jersey (the General Assembly concurring):
1. That the following line-item of appropriation, on page 42 of Senate Bill No. 4000 of 2011 (P.L.2011, c.85) which was the subject of objection by the Governor in the Governor's veto statement of June 30, 2011, be restored to law as follows, the objections thereto of the Governor notwithstanding:

2. BE IT FURTHER RESOLVED, that copies of this resolution be delivered to the Governor, the State Treasurer and the Commissioner of the Department of Community Affairs.
STATEMENT
This resolution restores the amount of an item of appropriation in the annual appropriations act for Fiscal Year 2012 that was reduced by the Governor's line-item veto. The State Aid line-item appropriation of $149,000,000 for Transitional Aid to Localities in the Department of Community Affairs was proposed in the Governor's budget recommendations of February 22, 2011 and reduced by $139,000,000 to $10,000,000 by the Governor by line-item veto. Transitional Aid to Localities is the State's only discretionary municipal financial assistance program, and is only available to municipalities anticipating difficulties making payments toward nondiscretionary or critical obligations including, but not limited to, debt service, contractual obligations, and public safety payroll. Applying for aid under this program is a declaration that the municipality is incapable of meeting its obligations and managing its finances without special State assistance and intervention. In Fiscal Year 2011, 31 municipalities submitted applications requesting $257.3 million in general budget support; and 22 municipalities were awarded $157 million in State aid.
