SYNOPSIS

     Makes $5 million in federal funds available for grants to improve water and sewer infrastructure in Union, Elizabeth, Roselle, and Hillside.

An Act making federal funds available for grants to improve water and sewer infrastructure in municipalities of Union in Union County, Elizabeth, Roselle, and Hillside.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Subject to the availability of federal funds provided or made accessible to the State via federal block grant funds allocated to the State from the federal "Coronavirus State Fiscal Recovery Fund" established pursuant to the federal "American Rescue Plan Act of 2021," Pub.L.117-2, $5,000,000 from such federal funds shall be allocated to the Department of Community Affairs to be awarded as grants for water or sewer infrastructure projects located in the Township of Union in Union County, the City of Elizabeth, the Township of Hillside, and the Borough of Roselle.  The Department of Community Affairs shall establish a process for soliciting, reviewing, and awarding applications for grants, which process shall be designed to distribute grant funding among multiple projects located throughout the permitted municipalities.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill makes $5 million in federal funds available for water and sewer infrastructure projects located in Union, Elizabeth, Roselle, and Hillside.  Grants would be awarded by the Department of Community Affairs according to a process designed to distribute grant funding among multiple projects located throughout the permitted municipalities.

     The funding provided by this bill would be allocated from federal block grant funds awarded to New Jersey from the "Coronavirus State Fiscal Recovery Fund" established by the "American Rescue Plan Act of 2021," Pub.L.117-2.  According to the United States Department of the Treasury, New Jersey will receive a formula-based allocation of $6.244 billion from the "Coronavirus State Fiscal Recovery Fund."  Federal law permits states to use these block grant funds to make necessary investments in water, sewer, or broadband infrastructure, among other purposes.
