SYNOPSIS

     Permits certain former elected county officials to obtain special license plates.

An Act authorizing special license plates for certain former elected county officials and amending P.L.1981, c.401.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 1 of P.L.1981, c.401 (C.39:3-27.29) is amended to read as follows:

     1.    a.  Upon the application of any person who is a member of the board of chosen freeholders [in], [or] surrogate, county clerk, county register of deeds and mortgages, elected county executive, sheriff, or any other elected officer of any county, the [Director of the Division of Motor Vehicles] Chief Administrator of the New Jersey Motor Vehicle Commission shall issue for the motor vehicle owned or leased by such person special registration plates bearing the word "freeholder," "surrogate," "county clerk," "county register of deeds and mortgages," "elected county executive," or "sheriff," or such other title designation as may be appropriate to identify the office that the person holds, in addition to the registration number and other markings or identification otherwise prescribed by law. 

     These registration plates shall be imprinted with three letters and a numeral.

     b.    Upon the application of any person who has served as a member of the board of chosen freeholders, surrogate, county clerk, county register of deeds and mortgages, elected county executive, sheriff, or any other elected officer of any county for one full term or longer but who, on the date of said application, does not occupy that positon, the chief administrator shall issue special registration plates for the motor vehicle owned or leased by such person.  The special registration plates shall be of a design approved by the chief administrator and shall convey appropriate recognition of the person's service as a former elected county official, in addition to the registration number and other markings or identification otherwise prescribed by law.

     2.    Section 2 of P.L.1981, c.401 (C.39:3-27.30) is amended to read as follows:

     2.    a.  The motor vehicle registration plates authorized by [this act] subsection a. of section 1 of P.L.1981, c.401 (C.39:3-27.29) shall be issued upon proof, satisfactory to the [director] chief administrator, that the vehicle for which the plates are issued is owned or leased by a freeholder, surrogate, county clerk, county register of deeds and mortgages, elected county executive, sheriff, or other elected county officer. The fee for such plates shall be [$15.00] $15, in addition to the fees otherwise prescribed by law for the registration of motor vehicles. 

     b.    The motor vehicle registration plates authorized by subsection b. of section 1 of P.L.1981, c.401 (C.39:3-27.29) shall be issued upon proof, satisfactory to the chief administrator, that the vehicle for which the plates are issued is owned or leased by a former freeholder, former surrogate, former county clerk, former county register of deeds and mortgages, former elected county executive, former sheriff, or other former elected county officer who has served for one full term or longer but who, on the date of said application, does not occupy that office.  The fee for such plates shall be $50, in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

     3.    Section 3 of P.L.1981, c.401 (C.39:3-27.31) is amended to read as follows:

     [Said] 3. The special registration plates issued pursuant to subsection a. of section 1 of P.L.1981, c.401 (C.39:3-27.29) shall be surrendered to the [Division of Motor Vehicles] New Jersey Motor Vehicle Commission within 30 days after leaving said office.

     4.    Section 4 of P.L.1981, c.401 (C.39:3-27.32) is amended to read as follows:

     4.    The fees established hereinabove are appropriated to the [Division of Motor Vehicles] New Jersey Motor Vehicle Commission to fund the additional costs incurred in making such plates available.

     5.    This act shall take effect on the first day of the thirteenth month following enactment.

 

 

STATEMENT

 

     This bill permits any former freeholder, surrogate, county clerk, county register of deeds and mortgages, elected county executive, sheriff, or any other elected officer of any county who has served for one term or longer, but who no longer occupies that position, to obtain special license plates that are of a design approved by the Chief Administrator of the New Jersey Motor Vehicle Commission to convey appropriate recognition of the person's service as a former elected county official.  The fee for the special license plates is to be $50 in addition to the fees otherwise prescribed by law for the registration of a motor vehicle.

     The bill clarifies that the special license plates that are to be obtained by current and former county officials are to apply to elected county officials.
