SYNOPSIS

     Requires Commissioner of Education to develop bicycle safety program for students enrolled in grades kindergarten through 12.

An Act concerning bicycle safety of students and supplementing chapter 6 of Title 18A of the New Jersey Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

      1.   a.  The Commissioner of Education shall develop a bicycle safety program.  The purpose of the program shall be to educate students in grades kindergarten through 12 on the safe use of bicycles as a healthy mode of transportation and source of recreation.  The program shall include, but need not be limited to, a review of:

     (1)   existing State laws, rules, and regulations relating to bicycle use, including the State's requirement that a minor child wear a helmet when riding a bicycle pursuant to section 1 of P.L.1991, c.465 (C.39:4-10.1); 

     (2)   ways cyclists can improve their visibility and predictability to drivers;

     (3)   road rules and safe cycling behavior, including the proper use of designated bicycle lanes and hand signals; and

     (4)   road hazards such as inclement weather, unexpected car door openings, and distracted cycling through use of cell phones or music applications while cycling. 

      b.   The commissioner shall make the program available to each board of education and shall provide school districts with sample learning activities and resources. 

 

      2.   This act shall take effect on the 60th day after the date of enactment. 

 

 

STATEMENT

 

     This bill directs the Commissioner of Education to develop a bicycle safety program that will educate students in grades kindergarten through 12 on the safe use of bicycles.  Under the bill, the program will include, but need not be limited to, a review of:

·        existing State laws, rules, and regulations relating to bicycle use;

·        ways cyclists can improve their visibility and predictability to drivers;

·        road rules and safe cycling behavior, including the proper use of designated bicycle lanes and hand signals; and

·        road hazards such as inclement weather, unexpected car door openings, and distracted cycling through use of cell phones or music applications while cycling. 

     The bill requires the commissioner to make the program available to each board of education and to provide school districts with sample learning activities and resources.
