STATEMENT

This bill repeals the law establishing the Annual Transportation Capital Program Approval Committee ("committee), which consists of the Commissioner of Transportation, and three public members appointed by the Governor upon the joint recommendation of the Senate President and the Speaker of the General Assembly; one who is a resident of a county in northern New Jersey, one who is a resident of a county in central New Jersey, and one who is a resident of a county in southern New Jersey. The committee is tasked with issuing a certification each year known as the Annual Transportation Capital Program Approval Certification, which all four members are required to approve, or the Legislature is prohibited from appropriating money to support new transportation projects for that fiscal year, until the certification has been approved.
