STATEMENT

This bill repeals section 8 of P.L.2009, c.330 (C.30:4-123.51d), which established an early release program for certain inmates sentenced to terms of incarceration in State correctional facilities.

Under the program, nonviolent inmates who are scheduled to "max-out" are released six months early.  During that six-month period, these inmates are subject to parole supervision by the Division of Parole.

Recently, an inmate released early under this program committed a murder.
