SYNOPSIS
Requires gubernatorial and legislative candidates report contributions within 48 hours of receipt; requires Election Law Enforcement Commission to post reports within 72 hours of filing.

An Act concerning the reporting of campaign contributions received by gubernatorial and legislative candidates and supplementing P.L.1973, c.83 (C.19:44A-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of section 16 of P.L.1973, c.83 (C.19:44A-16), or any other law, rule, or regulation to the contrary, a candidate for nomination to the office of Governor and for election to the offices of Governor and Lieutenant Governor, and a candidate for nomination for election or for election to the office of member of the Senate or General Assembly, and any candidate committee, joint candidates committee, or both, of such a candidate, shall report contributions within 48 hours of receipt.
2. During the period immediately following the effective date of this act, P.L. , c. (pending before the legislature as this bill), and until the implementation of the 48-hour reporting required under section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill), the Election Law Enforcement Commission shall post on its website all reports filed by a candidate for nomination to the office of Governor and for election to the offices of Governor and Lieutenant Governor, and a candidate for nomination for election or for election to the office of member of the Senate or General Assembly, and any candidate committee, joint candidates committee, or both, of such a candidate, within 72 hours of filing.
3. This act shall take effect immediately.
STATEMENT
Under current law, candidates for nomination or for election to public office are required to file with the Election Law Enforcement Commission (ELEC) cumulative and quarterly reports of contributions received. This bill would require a candidate for nomination to the office of Governor and for election to the offices of Governor and Lieutenant Governor, and a candidate for nomination for election or for election to the office of member of the Senate or General Assembly, and any candidate committee, joint candidates committee, or both, of such a candidate, to report contributions within 48 hours of receipt.
This bill also requires ELEC to post, within 72 hours of filing, the reports required under current law to be filed by those candidates. This provision would apply only until the 48-hour timeframe required by the bill is implemented.
