SYNOPSIS

     Urges Port Authority of New York and New Jersey to implement frequency-based discounted toll plan for certain New Jersey residents.

An Assembly Resolution urging the Port Authority of New York and New Jersey to offer certain toll discounts.

 

Whereas, The Port Authority of New York and New Jersey (Port Authority) operates a discounted toll plan for certain bridge crossings into Staten Island called the "Port Authority NY/NJ Staten Island Bridges Plan" (Bridges Plan); and

Whereas, The Bridges Plan is a frequency-based toll discount at the Bayonne Bridge, the Goethals Bridge, and the Outerbridge Crossing (known collectively as the "Staten Island Crossings"); and

Whereas, Under the terms of the Bridges Plan, E-ZPass holders receive a discounted toll rate if they make three or more New York bound trips over the Staten Island Crossings per calendar month; and

Whereas, New Jersey residents currently pay a cash toll of $16 and a peak E-ZPass toll of $13.75 to enter New York City through the George Washington Bridge, the Holland Tunnel, or the Lincoln Tunnel (known collectively as the "Manhattan Crossings"); and

Whereas, Certain New Jersey residents commuting to Manhattan on a daily basis pay more in tolls to the Port Authority than to the State of New Jersey in income tax; and

Whereas, It is in the interest of the citizens of this State to memorialize the Port Authority to offer New Jersey residents a frequency-based toll discount for travel across the Manhattan Crossings; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.    This House memorializes the Port Authority of New York and New Jersey to implement a frequency-based toll discount for New Jersey residents travelling to Manhattan via the George Washington Bridge, the Holland Tunnel, or the Lincoln Tunnel.

 

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the Governor of the State of New Jersey and the Governor of the State of New York, and to the Executive Director of the Port Authority of New York and New Jersey.

 

 

STATEMENT

 

     This resolution memorializes the Port Authority of New York and New Jersey (Port Authority) to implement a frequency-based toll discount for New Jersey residents travelling to Manhattan via the George Washington Bridge, the Holland Tunnel, or the Lincoln Tunnel.  Currently, the Port Authority offers a 50 percent toll discount to E-ZPass holders if they make three or more New York bound trips over the Bayonne Bridge, the Goethals Bridge, or the Outerbridge Crossing per calendar month.
