STATEMENT
This bill makes a supplemental appropriation for fiscal year 2014 of up to $6.3 million, from resources certified by the Governor as available but not appropriated, to the Department of Health for certain grants to counties for women's health services.
Specifically, the bill appropriates an amount not to exceed $6.3 million to the Department of Health for supplemental grants to county departments of health for the provision of women's health services. To receive a grant, the lead health officer of the county department of health must determine that there is an unmet need for women's health services in the county for low-income or uninsured women. No county may receive more than $300,000. For a county that does not have a county health department, the Commissioner of Health is empowered to determine whether there is such an unmet need for women's health services and designate one or more local health agencies in the county to receive such supplemental grants for the provision of women's health services. The bill denotes that none of the funds provided for supplemental grants for the provision of women's health services may be used for abortion services.
