SYNOPSIS

     Extends renewal period for professional licenses issued by New Jersey State Board of Cosmetology and Hairstyling.

An Act concerning the extension of the renewal period for professional licenses issued by the New Jersey State Board of Cosmetology and Hairstyling.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Notwithstanding the provisions of any other law, rule or regulation to the contrary:

     a.     An individual issued a professional license by the New Jersey State Board of Cosmetology and Hairstyling shall have until four months after the next biennial licensure renewal period to renew the license. It shall not be considered unlicensed practice to provide services with an expired license until the first day of the fifth month after the next biennial renewal period. Any professional license renewed during the four-month extension of the next biennial renewal period shall expire during the biennial renewal period following the four-month extension; and

     b.    An individual seeking initial licensure during the next biennial period, including during the four-month extension, shall not be charged any additional fees other than those fees determined by the board that are associated with initial licensure.

 

     2.    This act shall take effect immediately and shall expire on the first day of the fifth month after the next biennial licensure renewal period for the New Jersey State Board of Cosmetology and Hairstyling.

 

 

STATEMENT

 

     This bill extends the next biennial renewal period, during which an individual can renew a professional license issued by the New Jersey State Board of Cosmetology and Hairstyling (the "Board"), by a period of four months. Under the bill, it will not be considered unlicensed practice to provide services with an expired license until the first day of the fifth month after the next biennial renewal period. Additionally, any professional license renewed during the four-month extension of the next biennial renewal period is to expire during the biennial renewal period following the four-month extension. This bill accounts for the lost income licensees of the Board endured during the coronavirus 2019 pandemic. The four-month extension allots time for licensees to accrue earnings that can be put towards the issuance of an initial license or renewal of a license.
