SYNOPSIS
Provides that State contract for non-commercial sustaining announcements will be awarded as single contract for all State agencies without public advertising for bids.

An Act providing that the State will award a single contract for non-commercial sustaining announcements without public advertising for bids and supplementing P.L.1954, c.48 (C.52:34-6 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Division of Purchase and Property in the Department of the Treasury shall award a single contract providing for the purchase by State agencies, as defined in section 11 of P.L.2005, c.336 (C.52:34-10.11), of services relating to the airing of non-commercial sustaining announcements on radio and television stations to a non-profit association representing broadcasters, without publicly advertising for bids, when it determines that to do so is in the best interest of the State, price and other factors considered.
b. As used in this section: "non-commercial sustaining announcements" means radio and television public service announcements that promote various programs, including public health and safety campaigns, public education, and public outreach or awareness missions.
2. This act shall take effect immediately.
STATEMENT
This bill requires the Division of Purchase and Property in the Department of the Treasury to award a single contract providing for the purchase by State agencies of services relating to the airing of non-commercial sustaining announcements to a non-profit association representing broadcasters, without publicly advertising for bids, when it determines that to do so is in the best interest of the State, price and other factors considered. Non-commercial sustaining announcements are radio and television public service announcements that promote various programs, including but not limited to, public health and safety campaigns, public education, and public outreach or awareness missions.
