     Requires certain retailers to provide notice of FAA safety guidelines for flying drones to consumers.

An Act concerning unmanned aerial vehicles and supplementing Title 6 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  As used in this section:

     "Unmanned aerial vehicle" means an aerial vehicle that uses aerodynamic forces to propel the vehicle and does not carry a human operator, and which is capable of flying autonomously or being piloted remotely and conducting surveillance as defined in this section.

     "Surveillance" means the act of monitoring, observing, photographing, or recording.

     b. A person regularly engaged in the business of selling unmanned aerial vehicles shall post a sign at the point where the sales transaction is completed and shall provide every purchaser of an unmanned aerial vehicle with a written notice containing the Federal Aviation Administration safety guidelines for flying a model aircraft.

     c.  The Department of Transportation shall prepare a sign and a notice containing the information required pursuant to subsection b. of this section and shall make the sign and notice available on the department's Internet website.

 

     2.  This act shall take effect on the first day of the seventh month after enactment, but the Commissioner of Transportation may take such administrative action in advance of the effective date as may be necessary.

 

 

STATEMENT

 

     This bill requires certain retailers to provide notice to consumers of the Federal Aviation Administration (FAA) safety guidelines for flying a model aircraft, which includes a drone that is operated for hobby or recreational purposes.

     Specifically, under the provisions of this bill, a person regularly engaged in the business of selling unmanned aerial vehicles, commonly referred to as drones, is required to post a sign where the sales transaction is completed and to provide every purchaser of a drone with a written notice containing the FAA safety guidelines for model aircraft.

     The Department of Transportation is to prepare the sign and notice and make them available on the department's Internet website.
