SYNOPSIS
Vacant Storefront Registry Program; establishes public database of vacant commercial space for small businesses.

An Act establishing a public database of vacant commercial space for small businesses, supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Business Action Center established in the Department of State pursuant to Reorganization Plan No. 003-2011 shall establish and maintain a public database of vacant commercial space available for purchase or lease by small businesses in this State. The database shall include, but not be limited to, the following information: the square footage of any vacant commercial space; the capital equipment included in any vacant commercial space; and the building systems installed in any vacant commercial space, including, but not limited to, fire alarms, fire suppression systems, security systems, and heating, ventilation, and air conditioning systems. The center shall, using information provided by commercial property owners 1, realtors,1 and municipalities in the State, update the database on a monthly basis with new information concerning the availability of vacant commercial space. The center shall make the database available through its Internet web page and shall publicize the availability of the database as part of an awareness campaign targeted at business associations, state and local chambers of commerce, and municipalities in the State.
b. The Secretary of State shall require every owner of a commercial property in the State to notify, as necessary, the Business Action Center when a commercial property belonging to such an owner becomes vacant, if no person or entity is presently scheduled to lease or purchase the property, or when such a property becomes occupied.
2. This act shall take effect on the first day of the seventh month next following enactment, except the Secretary of State may take any anticipatory action in advance thereof as shall be necessary for the implementation of this act.
