     Makes appropriation of $260,000,000 to DOT and $140,000,000 to NJT from revenues and other funds of Transportation Trust Fund Authority for transportation projects.

An Act To Amend "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2017 and regulating the disbursement thereof," approved June 30, 2016 (P.L.2016, c.10).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    The following language provision is added to section 1 of P.L.2016, c.10, the annual appropriations act for fiscal year 2017:

Notwithstanding the provisions of P.L.1984, c.73 (C.27:1B-1 et al.), there is appropriated the sum of $260,000,000 from the revenues and other funds of the New Jersey Transportation Trust Fund Authority for capital purposes as follows:

The amounts hereinabove appropriated from the revenues and other funds of the New Jersey Transportation Trust Fund Authority to the Department of Transportation are to be distributed pursuant to the provisions of subsections c., e., and g. of section 25 of P.L.1984, c.73 (C.27:1B-25) to municipalities and counties as supplemental funding for the municipal aid program, the county aid program, and for deposit into the Local Bridges Fund.

 

     2.  The following language provision is added to section 1 of P.L.2016, c.10, the annual appropriations act for fiscal year 2017:

     3.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill appropriates $260 million to the Department of Transportation from the revenues and other funds of the Transportation Trust Fund Authority for the purposes of repairing local roads and bridges in all 21 counties in the State.  It is intended that this appropriation will be distributed by the Department of Transportation to municipalities and counties through the following State funded programs administered by the Division of Local Aid and Economic Development: County Aid, Municipal Aid, and Local Bridges Future Needs. 

     This bill also appropriates $140 million to the New Jersey Transit Corporation from the revenues and other funds of the Transportation Trust Fund Authority for the purposes of implementing technology and system safety improvements.

     P.L.2016, c.56 indicates that there shall be $16 billion in appropriations from the funds of the Transportation Trust Fund Authority for FY 2017 through FY 2024.  That proposed multi-year spending goal equates to an average annual appropriation of $2 billion per year.  The current FY 2017 appropriation from the funds of the Transportation Trust Fund Authority is $1.6 billion.  This bill increases the total FY 2017 appropriation to $2 billion.
