SYNOPSIS

     Directs Division of Consumer Affairs to establish public information campaign concerning home improvement contractors.

An Act requiring the establishment of a public information campaign concerning home improvement contractors and supplementing Title 56 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Director of the Division of Consumer Affairs shall establish and undertake a public information campaign to educate and inform consumers concerning home improvement contractors. The campaign shall include information about protections and remedies available to a homeowner in the case of a suspected scam or an instance of shoddy workmanship.

     b.    The public information campaign shall include, but not be limited to, the preparation, publication, and distribution of information through the division's Internet website, booklets, pamphlets, or other pertinent materials.  The information shall be made available in English and Spanish.

     c.    The director shall also provide a toll-free telephone number for consumers to obtain additional information or make an inquiry regarding the protections and remedies mentioned in subsection a.

 

     2.    This act shall take effect on the first day of the third month after the date of enactment, except the director may take anticipatory administrative action in advance as shall be necessary for the implementation of this act.

 

 

STATEMENT

 

     This bill requires the Director of the Division of Consumer Affairs in the Department of Law and Public Safety to establish and undertake a public information campaign to educate and inform consumers concerning home improvement contractors, including information about protections and remedies available to a homeowner in the case of a suspected scam or an instance of shoddy workmanship.

     The public information campaign would include the publication, of information through the division's website, in addition to written materials.  The information would be made available in English and Spanish.

     The bill also requires the director to provide a toll-free telephone number for consumers to obtain additional information or make an inquiry regarding protections and remedies available to homeowners with respect to home improvement contractors.
