SYNOPSIS

     Establishes central registry for arrests, convictions, and sentencing of motor vehicle theft crimes.

An Act concerning motor vehicle theft crimes and supplementing Title 2C of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is established within the Department of Law and Public Safety a central registry of motor vehicle theft offenders.  The Superintendent of State Police shall establish and maintain a system for making publicly available certain information concerning persons who have been arrested, convicted, and sentenced for a motor vehicle theft crime under P.L.1993, c.221 (C.2C:15-2); section 1 of P.L.1991, c.83 (C.2C:20-2.1); section 2 of P.L.1991, c.83 (C.2C:20-2.2); and section 1 of P.L.1991, c.82 (C.2C:20-18).  The superintendent or the superintendent's designee shall notify any person arrested, convicted, and sentenced for a motor vehicle theft crime of placement within the central registry.

     b.    All records made pursuant to this section shall be published and made available to the public on the State Police website.  Information published shall include:

     (1)   full name of the person convicted;

     (2)   date of birth;

     (3)   date of arrest; and

     (4)   date of conviction and sentence imposed.

     c.     The superintendent shall adopt rules and regulations, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), to effectuate the purposes of this act.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would establish a central registry of persons arrested, convicted, and sentenced for motor vehicle theft crimes.  The central registry would be established within the Department of Law and Public Safety. 

     The Superintendent of State Police would be responsible for maintaining the system and publishing the name, birthdate, date of arrest, date of conviction, and sentencing information of persons arrested and convicted of motor vehicle theft crimes on the New Jersey State Police Internet website.
