SYNOPSIS

     Requires State Treasurer to review energy usage and energy spending at State buildings, centers, and facilities, and report findings of completed energy audits.

An Act concerning energy usage and energy spending at State buildings, centers, and facilities.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Within 180 days after the effective date of this act, the State Treasurer, in conjunction with the Board of Public Utilities, shall conduct a review of energy usage at all State buildings, centers, and facilities for which an energy audit has not been completed or updated in the two calendar years prior to the effective date of this act.  This review shall consider how energy usage may be reduced and the feasibility of installing energy saving, or alternative energy, technology or on-site renewable energy systems at each State building, center, and facility in order to reduce State spending on energy consumption.  Following completion of this review, the State Treasurer shall submit a written report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), which summarizes the results of the review conducted pursuant to this subsection, provides recommendations for actions the State may take to reduce its energy consumption, and analyzes means to reduce State spending if the recommendations are implemented.

     b.    Within 30 days after the effective date of this act, the State Treasurer shall submit a written report to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), which identifies the State buildings, centers, and facilities for which energy audits were completed or updated in the two calendar years prior to the effective date of this act.  The report shall:  (1) summarize the findings of each energy audit; (2) identify what actions have been or will be undertaken at each State building, center, or facility based upon the findings of the energy audit for that building, center, or facility; and (3) indicate whether the completed or updated energy audits contain findings and recommendations that may be implemented at other State buildings, centers, or facilities in order to reduce energy usage and State spending on energy consumption.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require, within 180 days after the date the bill is enacted into law, the State Treasurer, in conjunction with the Board of Public Utilities, to conduct a review of energy usage at State buildings, centers, and facilities in order to reduce State spending on energy consumption.  This requirement would not apply to a State building, center, or facility for which an energy audit was completed or updated in the two calendar years prior to this bill being enacted into law.  The review is to consider how energy usage may be reduced and the feasibility of installing energy saving technology or on-site renewable energy systems at each State building, center, and facility in order to reduce State spending on energy consumption.  The bill would require the State Treasurer to submit a written report to the Legislature summarizing the results of this review, providing recommendations for actions the State may take to reduce its energy consumption, and analyzing means to reduce State spending on energy consumption if the recommendations are implemented.

     The bill would also require the State Treasurer, within 30 days after the date the bill is enacted into law, to provide a written report to the Legislature identifying the State buildings, centers, and facilities for which energy audits were completed or updated in the two calendar years prior to the bill being enacted into law.  This report would:  (1) summarize the findings of each energy audit; (2) identify what actions have been or will be undertaken at each State building, center, or facility based upon the findings of the energy audit for that building, center, or facility; and (3) indicate whether the completed or updated energy audits contain findings and recommendations that may be implemented at other State buildings, centers, or facilities in order to reduce energy usage and State spending on energy consumption.

     According to the Governor's detailed budget proposal for Fiscal Year 2019, four State facility energy audits were completed or updated in Fiscal Year 2017, and six will be completed or updated in Fiscal Year 2018.  The reporting requirement contained in this bill would ensure that the Legislature is informed of the results of these energy audits.
