SYNOPSIS
Prohibits Dept. of Agriculture from adopting any rules, regulations, or standards concerning bees or beekeeping until it properly and fully complies with requirement in law to consult with certain entities.

An Act concerning bees and beekeeping.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Department of Agriculture is prohibited from adopting any rules, regulations, or standards concerning bees or any aspect of beekeeping, including but not limited to those proposed by the department in the November 20, 2017 issue of the New Jersey Register at 49 N.J.R. 3565 et seq., until the department has properly and fully complied with the requirement established by subsection c. of section 2 of P.L.2015, c.76 (C.4:6-24) to consult with the New Jersey League of Municipalities, the New Jersey Beekeepers Association, and the Mid-Atlantic Apiculture Research and Extension Consortium, or successor organizations with similar purposes. Whether or not the department has properly and fully consulted with the New Jersey League of Municipalities, the New Jersey Beekeepers Association, and the Mid-Atlantic Apiculture Research and Extension Consortium for that purpose shall be solely determined by each of those entities. Any such determination shall be provided to the department in writing.
2. This act shall take effect immediately.
STATEMENT
This bill would prohibit the Department of Agriculture from adopting any rules, regulations, or standards concerning bees or any aspect of beekeeping, including but not limited to those proposed by the department in November 2017, until the department has properly and fully complied with the requirement established in a 2015 law to consult with the New Jersey League of Municipalities, the New Jersey Beekeepers Association, and the Mid-Atlantic Apiculture Research and Extension Consortium, or successor organizations with similar purposes. Whether or not the department has properly and fully consulted with the New Jersey League of Municipalities, the New Jersey Beekeepers Association, and the Mid-Atlantic Apiculture Research and Extension Consortium for that purpose shall be solely determined by each of those entities. The bill requires that any such determination by any of those entities be provided to the department in writing.
