SYNOPSIS

     Requires PANYNJ to set certain performance goals and prepare annual progress reports.

An Act concerning annual reporting requirements for the Port Authority of New York and New Jersey and supplementing Title 32 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  The Port Authority shall:

     a.  Prepare and make publicly available on its Internet website an annual list of performance goals for its operations, projects, and other activities; and

     b.  Within 90 days after the end of its fiscal year, submit to the Governors of New York and New Jersey; the President of the Senate, the Speaker of the Assembly, and the Minority Leaders of the Senate and Assembly of the Legislature of the State of New York; and the President of the Senate, the Speaker of the General Assembly, and the Minority Leaders of the Senate and the General Assembly of the State of New Jersey; and make publicly available on its Internet website, a complete and detailed report or reports setting forth an analysis of its progress in meeting the annual performance goals as provided in subsection a. of this section.  The report shall include, but not be limited to, an evaluation of how the operation, project, or other activity of the Port Authority impacted service, efficiency, and consumers.  The Port Authority shall employ industry best practices in setting goals and evaluating past performance.

 

     2.    This act shall take effect upon the enactment into law by the State of New York of legislation having an identical effect with this act, but if the State of New York has already enacted such legislation, this act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Port Authority of New York and New Jersey (Port Authority) to prepare and make publicly available on its Internet website an annual list of performance goals for its operations, projects, and other activities.

     In addition, the bill requires the Port Authority to annually submit to the public and the governors and legislatures of New York and New Jersey a complete and detailed analysis of the Port Authority's progress towards meetings the performance goals.  The report is to include an evaluation of how the operation, project, or other activity of the Port Authority impacted service, efficiency, and consumers.

     The bill will take effect upon enactment of identical legislation by the State of New York.
