SYNOPSIS
Makes supplemental appropriation of $30,482,000 from Property Tax Relief Fund to DOE to provide additional State school aid to certain school districts affected by State aid growth limit.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2018 and regulating the disbursement thereof," approved July 4, 2017 (P.L.2017, c.99).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2017, c.99, there is appropriated out of the Property Tax Relief Fund the following sum for the purpose specified:

From the amount hereinabove appropriated for State Aid Growth Limit Adjustment, the Commissioner of Education shall provide State aid to a school district in which, between October 2008 and October 2015, the resident enrollment increased by more than 25 percent, and, for the 2016-2017 school year, the sum of the district's equalization aid, special education categorical aid, security categorical aid, and transportation aid was reduced by more than 50 percent in the February 2016 State aid notices pursuant to the provisions of section 5 of P.L.2007, c.260 (C.18A:7F-47). The aid allotted to an eligible school district shall equal the amount of that reduction.
2. This act shall take effect immediately.
STATEMENT
This bill makes a supplemental appropriation of $30,482,000 in fiscal year 2017-2018 from the Property Tax Relief Fund to the Department of Education. The appropriation would be used to provide additional State aid to school districts in which: 1) between October 2008 and October 2015, the resident enrollment increased by more than 25 percent; and 2) in the State aid calculations for the 2016-2017 school year, the allotment of equalization aid, special education categorical aid, security categorical aid, and transportation aid was reduced by more than 50 percent due to the State aid growth limit included in the "School Funding Reform Act of 2008," P.L.2007, c.260 (C.18A:7F-43 et al.). An eligible district's additional aid would be equal to the amount of that reduction.
