SYNOPSIS
Requires gradual replacement of incandescent light bulbs in public school buildings with compact fluorescent light bulbs whenever possible.

An Act providing for the replacement of incandescent light bulbs in public school buildings with energy-efficient light bulbs, and supplementing Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Commencing three years after the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill), notwithstanding the provisions of any other law to the contrary, a board of education shall, whenever possible, replace all incandescent light bulbs used in public school buildings with energy-efficient light bulbs.
b. Commencing three years after the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill), notwithstanding the provisions of any other law to the contrary, a board of education shall purchase energy-efficient light bulbs for use in public school buildings to the maximum extent practicable.
c. For purposes of this section:
"Energy-efficient light bulbs" means halogen incandescent light bulbs, light-emitting diode light bulbs, or any other alternative light bulbs or lamps that have a lifespan and electrical efficiency that is equal to or greater than the lifespan and electrical efficiency of a light-emitting diode light bulb.
2. This act shall take effect immediately.
STATEMENT
This bill provides for the replacement of incandescent light bulbs in public school buildings with energy-efficient light bulbs.
Under the bill, each board of education is required to replace all incandescent light bulbs in public school buildings with energy-efficient light bulbs whenever possible commencing three years after the effective date of the bill. The bill also requires, commencing three years after the effective date, each board of education to purchase energy-efficient light bulbs for use in public school buildings to the maximum extent practicable.
The bill defines "energy-efficient light bulbs" as halogen incandescent light bulbs, light-emitting diode light bulbs, or any other alternative light bulbs or lamps that have a lifespan and electrical efficiency that is equal to or greater than the lifespan and electrical efficiency of a light-emitting diode light bulb.
