     Requires school district that includes any of grades 9 through 12 to biannually provide to local Workforce Investment Board list of students who left school prior to graduation.

An Act concerning the provision of information on certain public school students and supplementing chapter 36 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    A school district that includes any of the grades 9 through 12 shall provide to the local Workforce Investment Board established pursuant to section 18 of P.L.1989, c.293 (C.34:15C-15) a list of students enrolled in those grades who left school prior to graduation and did not indicate an intention to complete high school at another educational agency.  The list shall contain the name, last known address, and telephone number of the student.  The list shall be forwarded to the local Workforce Investment Board by February 15 and July 15 of each school year.

 

     2.    This act shall take effect on January 1 of the first full school year following enactment.

 

 

STATEMENT

 

     This bill requires each school district that includes any of the grades 9 through 12 to provide to the local Workforce Investment Board a list of students enrolled in those grades who left school prior to graduation and did not indicate an intention to complete high school. The list is to be forwarded to the Workforce Investment Board by February 15 and July 15 of each school year.

     The provisions of this bill mirror a December 6, 2000 directive sent from the Department of Education to school districts.  The directive was based on a 1988 Attorney General's opinion that Workforce Investment Boards have a right to access this information.  Currently it would appear that such information is not being routinely provided by school districts to these boards.  In light of the occupational skills training and educational programs offered through the Workforce Investment Boards, this is critical information that will assist the boards in connecting out-of-school youth to training and employment opportunities.
